Although reports are not "laws," the reports inform the Council in determining whether new bills should be proposed or passed. The list here appears to be selective and not organized in any way that would aid someone doing legislative history on a particular local law. For legislative history, contact the Speaker's office and try to obtain the Council bill jacket. There may also be a mayoral bill jacket at the Office of City Legislative Affairs or the Municipal Archives.
The NYC Zoning Resolution can be accessed from this site, in addition to other information on zoning and city planning.
