This chapter provides a broad overview of national-level nominating practices for the three regional human rights systems, the Court of Justice of the European Union, and the International Criminal Court; the scrutiny candidates’ qualifications and professional experience receive once nominated; and the broader politics that attend international judicial elections. It then makes a series of recommendations for how improved selection procedures, greater independent scrutiny, and more responsible voting by states parties can better ensure the quality of the international bench.
